Today on my lunch break, I ran over to the aviation aisle at the Home Depot and bought some 3/16 diameter steel rod to complete my joggle tooling.

I quickly used the die grinder to cut five 8" long pieces. I later realized I only needed four. Oh well.

After cutting a test piece of scrap aluminum, I tried out the joggle tooling. Here's an end shot so you can see how it works.

The joggle is really nice and crisp. Here, I've got it matched with a scrap piece of 3/4 x 3/4 x 1/8 angle to simulate the longeron. Note the slight beveled lip at the leading edge to prevent chafing the under side of the longeron. Overall I'm pretty happy with the way this is coming out, but I'm going to need to make a couple slight modifications since the joggle is about .020 too much.
